why do people speed up when you try and pass them?

I think ive done that unconscionably a few times.

Also there are a few reasons to do it on purpose.
1. They up your ass for a while and now you want to be a pain to them
2. Half the time when someone slowly passes you like that they will get back into your lane and actually slow down...make you have to pass them again.
3. I wasn't paying attention to my speed and actually meant to go faster.

I hate it when I am in the left lane in traffic (left lane moving slightly faster than the right lane), and some moron behind me thinks he can jump in the right lane, speed up and cut in line (into a gap barely big enough for the car) further down the road. I do everything in my power to make sure he can't back in line. I'll even slow down a little when I approach traffic in the right lane, hoping he'll lose his place and get moved backwards.
