Why do people brush and floss in public washrooms?

And I'm not talking about at the airport. That at least makes some sense. I'm talking your average public washroom, at a mall for example. I've only seen people do it a few times but each time has thrown me off. And I've seen floss in the sink more than a few times.

I have met people with HORRIBLE breath who are getting laid on a regular basis. I'm not even sure some of these guys brush their teeth at all. One of my colleagues comes to mind, I know he has a GF. I had a math proff at university whom I know was married. You couldn't stand within 3 feet of the guy without recoiling from his breath. My breath smells fine.

Brushing your teeth in pubic washrooms isn't THAT common. I work at a mall and use the washrooms there every day. I've never seen anyone there brush their teeth in the washroom. I've only seen it once or twice in my life.
