Why cant Chinese people grow facial hair?

Manchuria and Beijing reguarly get snow and are on the same latitude as much of the US. I don't think anywhere in China is technically between the two tropic lines.

I am nearly full on euro-Caucasian, and I have a very hard time growing facial hair on the side of my cheeks. Also, my facial hair is mostly blonde and brown, making it very hard to see when it's just stubble.

There is a possibility I have mixed native american genetics from my tennessee background (mainly just by my looks, nothing confirmed)
