Secretary General of the UN doesn't really mean anything... the organization is largely ineffective anyways, and they're not really a military power (they contain nations who are military powers, but their veto powers counteract each other so nothing really gets done there militarily).

Jaap de Hoop Scheffer (Secretary General of NATO), on the other hand, is someone you don't want to piss off. I'd say its somewhat of a toss-up between him and Vladmir Putin. Things are heating up between those two in Ukraine 😛

Everyone who thinks GWB is the most powerful man in the world makes me lol. Firstly he is a mouthpiece. Secondly you have to think we are the dominant country in the world. Currently everything is in upheavel and I'd say there is no dominant force right now. Powerful and import, yes; but the most, no.
