Who is responsible to pay for damage in this situation?

Your neighbor's car is always parked in front of your house on a public street.

There is a public sidewalk between the start of your yard and the street.

You are hedging your lawn with a weed whacker and kick up a fairly large rock from your yard which ends up through the passenger side window of your neighbors car.

Do you pay for the repairs?

If that were to happen to me, I'd pay for it regardless if I had issues with the neighbor or not.

If you have home owner's insurance you probably have coverage under the "physical damage to property of others" portion of the policy. No deductible.

However, I would pay for it out of pocket to avoid a claim with my insurance carrier.

It will be pretty obvious to him where the damage came from (if he pays attention to his vehicle).

You should have told him to move his truck before you started doing yard work.

My father was mowing his lawn a few years ago and a rock was thrown ACROSS THE STREET and shattered the rear window on our neighbors car. They were nice enough to call their insurance about it, but they (the insurance) said it was the mower's responsibility to pay for damages. They used the analogy of accidentally firing a gun from my fathers property and shattering a window on a neighboring property.
I mowed lawns one summer for a living and this happened twice. Small rocks were thrown by the mower and dented a door and a side panel and we (the company I worked for) had to pay for it.
A funnier story:
We had a contract mowing local Shell stations and while weed wacking my boss kicked up some debris (nothing hard, mostly ornamental bark stuff that bounced off some gangsta's car door while they were driving in the lot. It was bright yellow with what looked like 20" rims on it.
The two gangstas got out and puffed up saying things like "why did you do that?" "you hit my car" and saying how expensive the paint was etc.
My boss, not being one to back down, but smarter that starting a fight said "I'll call the police, they can come and take your statements and file a report you can give to your insurance provider" and pulled out his phone. I joined in and said "I'll call our insurance and have them run the plates so we can get an estimate..." and pulled my cell out. It was complete BS, but the terms "Police" and "Run the plates" were two things they didn't want to hear.
The driver said "You don't need to do all that, it looks alright" and took off pretty quickly.

Luckily it didn't happen but I was wondering about it while weed whacking. I figured I would be responsible.

I think he's talking about the portion of the street the truck was parked on, not the devil strip.

OP was trying to blame the neighbor for parking in front of his house all the time like he owns that portion of the street just because it's in front of his house. So the person replying says that it does not belong to him and his neighbor has every right to park there. In saying that, the OP is responsible for the damage to the car and can't use the excuse that the neighbor is parked in front of his house all the time. Clear enough?

Are you trying to figure out a situation to fk with your neighbor?

Fortunately mostly just the ghetto type places here allow on street parking.
