Talk to whatever authority figure there is. Landlord or RA. You tried being nice, he is a dick. Fvck him.
 
I'm probably the "guy" you speak of in my apartment, the cool thing is I'm on the top floor, so I guess it's not too bad. My Z560's get pretty loud sometimes, and I haven't had one complaint yet. I don't see what the guy's problem is, I turn down my bass by about 10 o'clock or 12 at the VERY latest and even then it's only loud enough to hear in my apartment. There's only one kid that cares and that's cuz he goes to bed at 9:30 every night so I couldn't care less. I requested people that stay up past 12 in my application so he can go to hell for all I care.

Good luck man, the only way you're going to win is if you fight fire with fire. Get some 75 dollar Z560's and crank em if he's too much of a douche to have common decency.

why can't you go to sleep later? or sleep while your neighbor sleeps or works?

you just want everyone else to change to match your schedule, dont you?
 
Do you have a landlord or PL to take this to? If it's just one person that might work.

I've got a similar problem in my dorm, but it's multiple people. Telling them to stop will probably only result in more noise, just directed at me I am guessing. I just got a better pair of earplugs though, they're comfortable and excellent at blocking out noise. It's these foam ones that you squeeze, put in your ear, and they expand to fit your ear perfectly.

EDIT: And it isn't your fault. Your right to swing your fist end's at someone else's nose.

EDIT2: There were once some drunk morons out in the hall in my residence hall, really late like 3 AM. We told them to stop, no good. They were like banging on doors (ours especially) and shouting. My idea was to call the campus police, worked pretty well =)

People have important reasons to get a decent amount of sleep. Early classes, ROTC (my roommate for example), work, etc. The idiot who's making noise can just use headphones like I do.

Asking him to change his sleeping patterns so one dude can crank up his music late at night is rediculous. You're asking him to change HIS schedule. He's quite possibly not the only one who has a problem with the noise too.
 
I got tired of the janitor bitching out loud about some stupid soap dispensor so I've got the system cranked up now.
 
i'd try diplomacy before starting a war. you don't want to pull a W here. ask him if you can find a quiet time where the sub is turned down, or try and fit your schedule to his better if at all possile. if not i'd say get some el cheapo speakers and play relaxing music while you sleep. it can be quite fun
 
Once I lived on the second floor of an apartment building. Our neighbors next door would constantly come over and ask us to turn down our music. Even though I thought the music was already low, I couldn't really argue with them since we had our music on all the time. Then one time, they asked us to turn it down when we had no music playing at all! It turns out that the people living beneath us were responsible the whole time. For some weird reason, music coming from downstairs wasn't loud in our apartment, but it was quite loud in the neighbor's place.

And the OP never said WHEN he was trying to sleep/study. If it was at 4AM or something equally crazy I'm sure he would have said so, the fact that he didn't makes me think he is probably complaining about noise at 8PM or something.

I think I know what I sleep through. By the time the noise is gone in my dorm (3AM+) I'm down to a few hours of sleep, and my roommate often has to get up even earlier for ROTC. BUT I have good earplugs now so usually I don't hear much of anything.
