Asking him to change his sleeping patterns so one dude can crank up his music late at night is rediculous. You're asking him to change HIS schedule. He's quite possibly not the only one who has a problem with the noise too.

If you need sleep bad enough you will be able to sleep thru the noise.
Asking the guy to wear headphones in his own appartment is absurd.
And the OP never said WHEN he was trying to sleep/study. If it was at 4AM or something equally crazy I'm sure he would have said so, the fact that he didn't makes me think he is probably complaining about noise at 8PM or something.
