I'd just continue to call the police department every day about it. And definitely follow up on the Post Office idea because many times they won't deliver the mail if something is blocking the mailbox and then they should have the authority to have someone move it at your request.

But you could cal the local police, the county sheriff, etc. Could always mention how you thought you say someone dealing drugs ot of it a few days ago but then they never came back...

Step 1: Go to your local county government website.
Step 2: Look up the local codes for vehicle abatement.
Step 3: Contact a code enforcement officer.

You are probably contacting the wrong department. The police are not the only government body that can tow cars.

You could always put a "I support Bin Laden" sticker on the windshield and watch the rockets come flying in. Of course your house being blown up and categorized by Homeland Security as, "regrettable collateral damage" could be a drawback ;) .
