Would it be a risk to stability to give it a 143 mhz overclock, if it passes 12 hours of prime?
I do not want to go reload windows or anything, but it would be nice for them to Think they had a 1800+

I have to continue my reccomendation of the HAC-V81 as a really nice budget cooler, if you lap it. Unlapped the bottom is really rough, but with lapping it is a nice unit, and very cheap (less than $20 shipped at newegg IIRC). I have 2 1700's (one A, one b) both being cooled with HAC-V81's (both lapped) and they do an excellent job for the price. Plus I like the adjustable fan.
I can't comment on the second question...never OC'ed a palamino.
