Actually, I believe I may have mentioned this before, but we actually buy all software....indirectely. Think about the high prices that are charged, in part becuase of anticipation software piracy, etc. So whenever we interact with a government or private instituation that utilizes such high cost software (and raises prices on goods/services accordingly) we have in fact paid the manufacturer for software in the form of higher prices.
Now, if everyone were honest about it and actually bought software in stores, software would have the potential to be much cheaper than it is today. I believe the high price effect comes from the "anticipation" factor of piracy rather than piracy itself. If Windows came fully certified for 10 bucks a cd, IMO there would be little or no piracy.
