I would suggest the best price for performance cards in this range would likely be last generation's offerings, particularly used 290/390 cards. While on par with AMD's current offerings, they should be significantly cheaper.
EDIT: looking on ebay, seems prices of the used Hawaii cards have gone up, possibly mining related. Obviously prices will vary, but I suppose if a good 290/390 is a good price used, that would make sense, similarly to the on sale furys. A good 290/390 should be priced at around $180 or less to be competitive.
