This is a pretty jacked up situation, but granted it is true that many of these situation can be just a kid throwing a temper tantrum. I have seen kids pull stunts like this in stores and restaurants and other public places.
Suppose a kid was pulling away from a man, but was NOT saying "You're not my daddy." Some kids are not trained to be vocal in these situations and will thereby easily get abducted, but they will struggle and whine. In these cases, it is hard to differentiate between a tantrum and an abduction.
I believe the best way is to train everyone to have visual and vocal cues. Just like a stop sign,an emergency siren, or phrases yeleld out like "fire" -- Can't the govenment start teaching a vocal cue, that they can post to educate society as a whole to. Phrases like "you're not my dad" or "ABDUCTER!" could be taught to kids to yell in case of emergency (it should also be taught that misuse of these words is a crime, like "fire", in a public place), and the general population could be trained to respond to those cues. I mean there are a lot of education program based on these ideas, but not a SET METHOD, which is important in today's society. Why don't they have this? I mean they TRAIN kids to watch out and struggle and yell out, but I think in a "sheep" follow the herd society we have, cues are a much better method of education.
