Good question. Personally I think he'd be more impressive if the clothes went off too and his horse-sized ding dong would hang in the wind in all its great splendour for us to devour with our eyes!

Folks, stay calm. I work in a comic shop....

Comic Book Explanation: Yep, its the gamma radiation. The radiation is also why no matter what color pants Bruce Banner wears before hulking, they turn purple when he hulks out.
