"This is he" doesn't sound like proper English for some reason. Are you sure it's not "This is him"?

When I can tell it's a telemarketer or surveyer, I usually say "He died". When I've got some alcohol in me, I append a story to that.

He = subject pronoun.

It doesn't sound like proper English because we Americans (again, notice it's not "us Americans") don't speak English correctly.
