Almost, but not quite. Harrassing means it occured multiple times. Until there is proof of more than one incident, it isn't harassment (it is assult or some similar illegal thing, but certainly not harassment).

Why can't people understand the legal definition of harassment? It basically is "to irritate or torment persistently."

That said, I would have told him, no a hurricane is much worse than a tornado. (I'll leave it up to your imaginiation what a hurricane would be like).

are you sure? i remember from our sexual harassment training seminars that one incident that creates a "hostile environment" is considered harassment.

I thought harassment has to be repeated. Sexual battery can only be done once.
