What's with the short neck ties?

Our workplace has mandatory dress shirt and tie for men. Well there is one guy in this other department that wears these really short ties. Not just now and then but everyday. The bottom end is like 3-4 inches above the top of his belt. It looks like he's wearing a kid's tie. Just looks really tacky.

He's about my height, 5'6"-7". My boss is a big guy at over 6' and he manages to wear his ties correctly.
