This recently was with paypal, too. They are useless. Found for my favor, but the seller's account and bank account are empty, so instead my credit card company will refund and take it from paypal.Unfortunately PayPal was absolutely no help in getting the funds back.
IMO, paying with a paypal balance is a BAD IDEA. You essentially have no protection.
