Sure. So the Capitol grounds, white house, supreme Court, etc are federal lands.Be hard to separate government areas and where people live in DC. People, not land, are who should be represented.
Everything else? DC the state. If people can make crazy-ass gerrymandered districts, I have 0 doubt there is a way to separate the "federal" and "civilian/State" lands of DC
