For me it's mostly personality, a quick thinker, as well as a nice smile (quality of the smile is less important as how often she uses it).

As for her body, waist to hip ratio is probably the biggest deciding factor in whether I think a woman's body looks good or not. In layman's terms, this means that when a girl walks up with an itty-bitty waist and a round thing in my face, I get sprung.

Another rule of thumb is this - do the boobs stick out farther than her tummy? If so, you're golden.

Must have a great ass. Also needs a C/D cup size, without a "gut" (I like girls that have a little meat, but not a ton). Face obviously must be something that I don't want to put a paper bag over and cut a hole in so she can suck me off. Really the biggest thing is personality. A confident girl will be 100x more attractive then a hotter girl physically with no confidence.
 
When I think of a hot girl, I usually think of a girl wearing tight jeans, with blonde hair, and almost too much makeup.

cute/beautiful girls are modest on the makeup and modest on what they wear. but you know there is a goddess beneath it all.
 
To be scientifically accurate, it's several factors.

1. Symmetry. The more the left and right sides are balanced the better.
2. Eye spacing. Generally the wider the eyes are spaced, the better.
3. Waist to hip ratio. .7
4. Average features. Oddly enough, average people are the most attractive. Nothing too big/small/whatever. Features that represent the average of the population are a sign that the person's overall genetic makeup doesn't contain any other weird genetic outliers.

Poise is the first thing wot came to mind. The OP seems to be axing for factors other than the physical body. Or, in other terms those qualities or even accessories which would make one girl stand apart from another whose plain appearance is identical. Again, I figger a girl can be cute even if goofy but to be hot she must have a natural composure. She can still acty silly at will but in essence she's a cool cat. Meow.
 
Eh, I think there's a lot of things. I can't say one defining trait, because there's girls that I think are hot that have drastically different body types, personalities, etc.
 
Cute face, longish hair, a little laid-back or reserved - maybe it's the mystery that does it for me - as long as she's not big I really don't care too much about the rest. Call me nuts but huge bewbs don't get me all that excited.
