That's an interesting "trick", but in Canada (and I assume the US), when you apply for a Visa they take into consideration all the credit cards you already have and what their limits are. They take your yearly income and current credit rating and figure out how much lendable credit you should be allowed. For example, if this total is $5000, and you already have a credit card with a $5000 limit, then you probably won't be able to get another one (even from a different financial institution). So, having a credit card is not necessarily a prerequisite to get another. I've found it's a lot easier to simply increase the credit limit on your current card then to apply for another.
