Depends on the situation. One call just a 'Your phone rang' (even if its chirping).

Constant calls to a cell phone with an annoying ring on maximum volume in the office when the owner is no where around? Put the shattered remains in a box with a note on it saying 'Your phone wouldn't stop ringing'

For landlines, there's actually devices in the phone switch called a ring generator, it's what makes the far end phone actually ring. You also don't want to be touching the terminal block when this happens.

Turning the ringer off and letting all calls go to voicemail/answering machine is the most civilizing thing in the world.
