What is the best punishment for spammers?

I thought the whole idea behind water torture is that it's slow and patient.

Otherwise, you're just giving them a shower.

being a washington state resident, i can sue certain spammers for $500 per email i get. I'm trying to track down one guy... his domain registration info is all false tho.
