I am currently using TCPOptimizer, seems to be working ok. But there are times that it seems not to work. Like most of today. Any suggestions on a better internet optimization software?

Any program that make it easy to set correctly the TCP/IP stack is good.
It is set one time according to the connection and that is it. It deos not need to be used unless you switch from DSL, Cable ,or Dialup, or wise versa.
Thus I do not understand your statement, "But there are times that it seems not to work".

Just a remind that Vista automatically optimizes some components of the TCP/IP stack, such as the window size. Not sure if this applies since he didn't state his OS.
If some one refuses to learn any thing concerning the Network use of the computer,

What I've used is DrTCPDr TCP is good too, it is simpler than TCPOptimizer. The result however, are the same.
