What is the best cooling solution for 400 bucks?

I have a friend who....ah screw it...I have myself who:

Has 400 dollars. Wants the best cooling system he can get. Wants the cooling system case to have a window to show off what 400 bucks bought. I need some advice on what kind of case+cooling system I can get. There 4 options i see are:

Ln2 Cooling: Liquid nitrogen...hehehe
Dry Ice Cooling: CO2 might be safer than liquid nitrogen
Water Cooling: The almighty H20
Air: Eh....not too exciting...

I looked through some overclocking databases and saw that a 1.6GHZ Northwood can get past 3GHZ. I want to do that! Who can help me with my noble overclocking quest?

oh and on a lighter note, if u have 400 bucks to spend on cooling you're either loaded, dumbor both.... :D

Can you give me a link to a good place to get this kind of stuff from?

Which watercooling components do i need?
CPU cooler, Video Card Cooler, Hard drive cooler, Motherboard cooling....?

How difficult is the water cooling stuff to install?

If I do get a good Lian-Li case and water cooling equipment; would i be able to expect an overclock past 3GHZ on a 1.6A?

As a sidenote, which motherboard is best for overclocking?

oh and i cant give u any links cuz i dont know any gf4200.... also i dont know jack about intel mobos so i cant really help there... goto the cases and cooling forum...u might find better answers there...

I visited the like that THG gave and apparently a innovatek p4 water cooler wil be in next week. I'll probably go for that. Will a Lain-li alluminum case help me. It will cose me like 200 bucks with power supply. Is it worth it? Also, how many watts power supply do i need?

Both actually. I have a good summer job as well as my own profitable website and I also have no expenses because I'm still in high school...

I meant the authors of the Tom's Hardware article ;)

I'm probably going to piece together something from stuff at BECooling.
I'm tempted to build a watercooled dual-processor setup just for the fun of it. I could put the SMP to some good use but the watercooling would probably be a little over the top! :D
