If you're crazy enough to believe that he doesn't have any then I guess I have no answer. But, looking back on history I'd say it's a pretty safe bet. Why exactly do you think he doesn't have any WMD's? What gives you that impression? The fact that he kicked out the inspectors in 1998? The fact that he had an entire stockpile that he was hiding during the mid 90's until inspections found them? The fact that he likes them and uses them? What?

We are going to invade Iraq because they haven't proved to the International Community that they have disarmed which is what kept the internation community from kicking Saddam out in 91 or 92. There is a big difference.

Iraq had weapons. The United Nations and Iraq entered into an agreement after they were forced out of Kuwait as a way to prevent the leaders in Iraq to lose their contry by being invaded. In that agreement, they agreed to disarm and provide the UN with proof that they have done so. To date, Iraq has not proven to the UN that this is done. The UN is taking action on that with a military force led by the United States.
