I am not meeting up with big officials, but I hope this tiny officials make right decisions, since i created a lot of pressure for their bosses.

It means as said before...the more you keep bugging (re-visiting) those individuals the more likely that you will get the advice you seek. The squeeky wheel (that would be you) gets the oil (that would be the advice you seek).

Geez I've never had to explain that in so much detail before.

He is reffering to this scene.
If you have a wagon with 4 wheels, and one of them is squeaking, that is the one that you will oil.

In this case I am assuming that he is referring to you as the "squeaky wheel".
