so what does the quote mean

The alluded-to saying is, "the squeaky wheel gets the oil."

Which means that, if you want results (oil), you must make your problem known (squeak).

Nobody gives a poop about doing anything for you unless you complain.

There... three ways of conveying the same idea. Hopefully one is presented in a context that you are able to apply to whatever diabolical situation that you want us all to believe that you're in.
