Not ALL handguns have safeties, but all handguns you're likely to buy do. In the old days safeties were much less prevalent...I got to fire a nice WW2 sniper rifle once, that was one LOUD and POWERFUL gun. Bolt-action. No safety.

are you talking about semiautomatic pistols? In that case, it's not the cocking that's important...they are pulling the slide back to get the chambered round out. Only one bullet should fall out...
This guy I knew in high school (bit of a moron) once got a 9mm as a birthday present from
his dad. Loaded. So he takes the clip out, and starts playing around with it, pretending to shoot in various directions. He almost blew his dad's head off when the round that was still in the chamber went off.
