so they are telling you they will fix this by paying for any charges you have to change the number. great! win win situation.
yet in the reply to the CEO you say:

Not only have you completely brushed off the issue, but you have also denied any responsibility and offered absolutely nothing (even after Mr. Paxton willingly made an effort towards resolution)."
wich is a lie. they have offered something. while not what you want they still have offered you something.
you email him back saying this he is going to talk to the last person and find out you lied. then everything is off.
