Got it working yesterday.
You have to only remove the microcode from bios with UBU, flash it with fpt and add the V3.EFI to the EFI partition from UEFI Shell as described earlier in this thread.
Then with bios settings at default it works well.

I have the exact same board with BIOS v5.11 when I purchased it a week ago
Once the window has been updated, overclock and turbo features are all gone
PS: I have Huananzhi X99 TF, 1650v3 @ 4.5Ghz when i freshly installed win 10 passed stress test
you have two processors?I actually used fptw64 to flash the BIOS you've posted. The turbo is now back on. I tested with my 1650v3 (6 core 3.8Ghz turbo is back) and 2697v3 (3.1Ghz all 14 cores), but then I lost the overclock (unlock multiplier setting from my 10/28/2018 factory setting BIOS)

For 8/9/X99/C220/C610-series systems which run ME v9.0 - v9.1
when iddle the CPU spread to 107mhz
i just take a look at the Intel ME System Tools v9.1 r7 and modify my spread clock to 4%, dont do nothing more,You mean the BCLK only goes up to 107 when the load is low on the CPU? Yes!
Can you set 107MHz BCLK under all core 100% load? NO!
E5 2696v3 is top end CPU for haswell-EP generation. Before doing this mod, you need to check your motherboard VRM. 2x 2696v3 has TDP of 145x2= 290w. At stock your VRM can handle this. But with OC and turbo unlock power consumption will be around 600watts total for both CPUs, which is too much for server motherboards, you may end up damaging it. As far as i know only Asus Z10PE D8-WS / D16-WS can handle this much power without damaging anything.Hey, guys. I have tried this mod on a Z840 last year with dual 2690v3, it didn't even worked properly. During cinebench R15 it used to freeze and reboot randomly. Caused bootloops.
