What causes this?

Ok that's pretty wild.

Straight on close up it's black. Sitting back at an angle it goes BGR.

It only happens on my LCD and not my phone......
 
Use a magnifier or fresnel and examine your monitor once. White light is conglomeration of discrete colors. Viewing a CD data surface acts as a diffraction grating (reflective) and shows this well.

Color "leakage" can also be witnessed with clear type and certain fonts as well.
 
Turn off ClearType. It's Windows attempt at smoothing jaggies on LCDs taking into account red green and blue pixel subpixel separation. Mostly it adds artifacts like what you are seeing, especially if it isn't set properly.
 
Why, to those who see it in color, does it show up as different colors to different people?

OP sees RGB, Paratus sees BGR, I see GRB.

Different settings in cleartype and probably monitor brands?
