This has become an epic battle at work.

Is it culture?
Can you blame the parents?
Should pregnant women get so much help?
Should the govt encourage young mothers to give up children adoption?

These are some questions thats came up. Pretty much, everyone agreed that the government does too much for peoples stupid choices? But whats the alternative?

Mandate real sex ed in middle schools, and distribute free birth control. It's the only thing that has a hope in hell of working, as every single legitimate study has shown.

Paternity testing to delay driver's licenses 'til age 21. (i.e. You become pregnant, or get someone pregnant.........you forfeit your D/L 'til age 21!!)

Homosexual teens around the world will promote this as the biggest victory since Massachusetts!!!

Sex education.

Easy access to contraception.

Easy access to Planned Parenthood (Plan B pill).

Nothing will fully prevent it, but you can reduce it a bit with proper education, easy access to healthcare (including contraception and after pills), and de-mystifying/de-tabooizing sex.

It would also help enormously to go back to single family income earners so that one parent can focus on the home and family.

Seriously, anyone who thinks that that teenagers aren't having sex is an idiot. Easier access to birth control is a must

My mother works as a visiting nurse in Newark (NJ) and is certain that the cause of the social decay in the city is mainly the huge rate of teen pregnancy. Teenagers have children out of wedlock and do not raise them, and the cycle feeds on itself as those kids grow up (or really, just hit puberty) and do the same thing.

I had a long talk with her about it a few months ago, and this is essentially what we thought the causes and primary solutions might be:

Inner city children typically receive little to no attention growing up. As they are constantly ignored, they act out more and more to try to get noticed. Eventually, to resolve the issue, boys/men typically will join gangs or hang out with their friends, and the girls/women will do the same, with one big exception. As soon as a woman becomes pregnant, she received huge attention. From social groups, from church groups trying to prevent an abortion, from doctors/hospitals, formula manufacturers, and just about anyone else you can think of. When the baby is born, she is in a huge position of responsability, and in charge of a person receiving tremendous attention. This lasts 5 months to a year, and gradually tapers off. As the baby stops generating interest for the mother, the mother pays less attention to the baby, the baby receives little to no more attention as it grows, and the cycle continues.

There are lots of other factors in play, of course. The way culture portrays sexuality and gender roles is also a huge contributor, the welfare system, and I'm sure there are lots of others I haven't even considered.

After brainstorming the problem for a few hours, the only direct, impactful action, I could come up with was this:

You have to reward impoverished men and women, financially, for not having children. Very dark and China 'esqe, I know. It will probably never happen. My feeling is that the only way this ever will improve is through a very gradual shifting of inner city demographics and the gradual lifting of this segment of the population out of poverty. Not a very pretty picture.

Government installed and removed chastity belts (upon marriage). Fines if having children out of wedlock. Condoms given freely to married couples. /sarcasm

Allow me to don my flame retardant clothing here. Okay, I'm set.

In my humble opinion, based on personal observation...

There appears to be a cultural component, at least in the Mexican American community. Historically, industrial societies go through a demographic transition which includes delayed child bearing. The Mexican American community does not seem to have gone through this transition. There is little to no social stigma to bearing children at 16-18 years old as there is in Anglo society. It may be the constant influx of new immigrants from mostly rural backgrounds inhibits the demographic transition or that historically a significant portion of the Mexican American population worked in agriculture where early child rearing was not as significant handicap as it is in an urban environment. It may be that having an intact extended family structure also reduces the economic penalty for early child rearing. In any case, early pregnancy doesn't seem to be considered as "bad" in the Mexican American community as it does in the Anglo community.

We can create a society where people feel secure, where everybody looks out for everybody else, where the illness of competition, which is just self hate, is eliminated, where people don't feel bad about themselves and need to destroy their kids to make them fit in to a sick world that will abandon them if they aren't top dog killers of others first.

In a world of love kids will grow up healthy and with self respect. People who love themselves love others and don't have sex with anybody who isn't loving too. Kids will only happen when two people want to share their lives raising them.

Nothing else will work. Humanity has to awaken.

Stop subsidizing it.

Stop subsidizing child rearing in general. Also, require prospective parents to post a performance bond prior to becoming parents. If the kid gets through school and gets to 18 w/o going to jail or getting knocked up or knocking someone up the parents get the full bond back.

It's hilarious to see you idiots blame it on anything but hormones and about 200,000 years of evolution.

Teens will have sex.

No matter how many times you tell them not to.

Regardless of whether they watch Grey's Anatomy or The 700 Club.

It doesn't matter if their favorite celebrity is Jamie Lynn Spears or Natalie Portman.

It doesn't matter if their parents are rich, poor, educated or not.

But those social factors will play a role on whether they become pregnant or not.

If the teens are more educated, they will use contraception, and pregnancies will drop.
