Back in January of 2008 we were the very first to report that Time Warner Cable was conducting a trial in their Beaumont, Texas market that imposed caps ranging from 5GB to 40GB on the company's existing tiers of service. More controversial perhaps was the news that trial participants would be charged $1 per every additional gigabyte consumed, a huge markup for Time Warner Cable over cost, and a first for a major US ISP. The metered billing plan faced a temporary setback due to hurricane Ike in 2008.


The Beaumont trial isn't just about testing metered billing and tracking software. Time Warner Cable is perfecting its marketing of the unpopular metered billing idea to consumers. Carriers love the idea, as it gives them a way to monetize and/or control Internet video, which poses a very serious long term threat to their cable television revenues. Selling consumers on the idea requires some finagling.

New customers in Beaumont are put on metered plans automatically, while existing Beaumont customers are lured into the metered fold via some fine print trickery. Customers are promised twelve month price-lock guarantees, provided they sign a new contract. But the contract fine print holds some surprises: customers previously on unlimited plans are promised "guaranteed savings," only to find out they're now facing a $150 ETF, low caps, and $1/GB overage penalties.

In a conference call discussing their fourth quarter results this morning, Time Warner Cable COO Landel Hobbs said that the cable operator would be expanding their metered billing experiment into additional cities this year. Hobbs didn't say which cities would get the honor. A spokesman suggests to me that there will be four of them, but you can be sure it won't be anywhere the company faces competition from Verizon FiOS (NYC comes to mind). The carrier has yet to upgrade its network to the latest technology (DOCSIS 3.0), but has taken the industry lead on metered billing. Uncompetitive markets will feel the brunt of this "innovation."

Hobbs also stated that the cable company will be cutting 1,250 jobs across the country this year, saving the carrier about $90 million in the process. Time Warner Cable added fewer subscribers than Wall Street analysts predicted for the fourth quarter, and took a $367 million impairment on its $550 million investment into Clearwire Corporation. During the conference call, the company said they'll be offering Clear Mobile WiMax bundles in at least one city this year. By the way, Clear's TOS says they charge overages of $10 per gigabyte.

Astraweb just increased their retention to 270 days and are currently running a limited time special of 11/mo unlimited special....in case anyone is interested.

That's sort of the point - you'll have to pay more for a higher limit. This is how the internet works in New Zealand and it fucking sucks. Metered internet is shit, and its WAY overpriced here. I advise you to do what you can to discourage this, including changing carriers and writing letters.

What TW customers should do is switch NOW and let them know why you are switching. Don't give them the chance to roll this out any further. It could have the possibility of making other carriers think metering is a good idea.

It's in my gf's name, but I will be sure to talk to her about it and make sure she doesn't sign anything unless I read it first. As soon as they try this shit we will be going someplace else for internet. TWC has never been high up on my "favorite companies" list, but this is making it sink even lower.
 
Paging Spidey to come tell us how the poor internet carriers should be forgiven because of bad planning of infrastructure roll out and we should be thankful we have internet at all above 2400 baud modems let alone high speed.
 
id love to switch but its TW or NOTHING where i live

i however live in the boonies so im sure im not in one of the 4 areas

5-40GB, that is ridiculous. when comcast put caps on their internet service, they at least gave 250GB. godamnit, the internet in this country is going to shit real quick. open up the local systems to competition already

and yes the amount is kinda stupid, im generally against caps but at least comcast made it a reasonable amount for those that watch a lot of streaming media and such (Netflix and whatever)

5GB is a fing joke, we are moving backwards

After the cap-issues of Cablevision I went immediately to the slower Verizon DSL because they had no such caps. It was an easy decision. If I could give Cablevision the finger in person I would. FIOS rolled out a year later and Cablevision has been trying to get me back but I hang up on them. And of course now they don't do caps anymore... gee I wonder why... those fuckers.

If they start placing caps on my usage then they damn well better provide what they sell, If I pay for 10Mb it better be 10Mb, none of this best effort service. They want to charge like the electric companies then they better provide like them.
Right now I have DSL that has no caps, no throttling, and good customer support.
It isn't the cheapest, but other than that the only option I have is Charter cable , and they just went nationwide with their caps 🙁
 
I'm supposed to be getting RR HSI installed tomorrow, but if I have to sign a contract with an ETF or caps I simply won't do it. I'll go OneLink ADSL (dry loop) with Speakeasy if need be.
