The concensus is that the later in the process, the better refinement that the fabs have and therefore have a better chance to overclock
since chances are that they are faster chips than they are sold for anyway.
If you just got your barton, it depends on where you got it for one thing cause they might have older stock, but most people lately have been getting week 23, 24, 27, or later from newegg.
Some weeks will not necessarily perform better than others, it is just a chance that some do perform better, but the later it is, the better chance usually for an overclock.
If you are getting 2.14, it could be your ram, your multiplyer, your heatsink, or even your motherboard that is limiting you.
I would say that if you are using pc2700 ram, then you could try raising your multiplyer and lowering your front side bus so that you can get a higher overclock and try a better heatsink then you might be able to get it higher, or it could be other reasons that are limiting you.
If you get new ram, try to get at least pc3200 ram and then you should be able to take it to 400fsb or higher but you will have to take off the pc2700 ram, otherwise you might as well just get some more pc2700 ram cause it will be your slowest stick and will limit the speed of the newer and faster stick.
