Here's a list of countries that you can organize in terms of refugees per capita:

Why are we picking on poor Canada?

How many refugees is Japan taking in? Australia? New Zealand? France? Mexico? Russia? China? Etc.

I can't speak for the rest, but New Zealand has refugees by stealth as NZ has overseas territories where the people are NZ citizens and can enter the country as they please. Plus also favourable visa conditions for many pacific island states.

I believe Syrian people are too far away from extremism; based on friendship of many Syrians as well as dozens who I had met and dealt with.
They're known for some habits (both good and bad), but extremism definitely isn't one of them.

Lets not forget that when your town keeps getting bombarded for apparently no reason, then some people might do something and start taking sides.
Add to that the increased jobless rate after the war has started, basically there came the need to feed themselves by any necessary means.

Moreover, the propaganda of IS was planned so well on a highest professional level. With such chaos running around, it would be much easier to brainwash their minds.
