Give me like 10 grand and I can probably buy two beefy enough servers and colo them and it would handle this place fine. Web front end + DB back end. Could even go an extra mile and have a 3rd server to act as a failover for either DB or web.

Could also code in some kind of output buffering cache on all threads to minimize DB access. Would require a crap ton of disk space though.
