We know matter can be converted into energy. Can energy be converted into matter?

Yeah I know the only thing that will ever come close to 100% energy extraction effeciency is anti-matter/matter reactions, if this is ever done, we will have lots of energy.
But there is some matter loss in Fussion and Fission, both end up with weight lost at the end.
