No.

sorry, but yes they will...

depends on the situation.

in his i doubt very much they will biill him for the water. It is possible that they did a quick cheap fix on it and it gave way.

no, I don't think he will have to pay for the water as it was before the meter. However, the water line is the homeowners responsibility to fix...unless the WD fuqed something up

yeap thats what i been saying. IF (very possible in this situation) that WD really screwed it up then there is NO way he can be held liable. NO matter where it broke. just because its on his side does not mean he is automaticly liable.

11:46. Still nothing.

Went to Home Depot and bought a curb key and shut off the water.

That was fun. I reached down into the ground up to my armpit feeling for the valve so I could shut it off. I was expecting roaches and snakes to start crawling up my back. :(

The break has to be AFTER the meter since it's preventing water to the house and I just stopped the leak by shutting off the valve, BUT....

As I said, they had just dug up the front yard to install a sewer access cap and this seems to be where the water is coming from. I can't even SEE the sewer cap anymore. It's in the deepest part of the flood.

And if you look at the photos, you can actually see the depression in the yard where they had dug to install the sewer cap.

12:01.

Got off the phone with the county. They said it's not unusual for a post-meter break to shoot water out of the sewer cap. So they're not coming out. City still hasn't shown up.

He said I'd probably have to pay for it, but if they find that the damage is where the sewer cap was installed to call them back because it would be their problem.

I don't get it. The city has crappy plumbing and I have to pay for it? I think I'll move back into an apartment. :(

Well, I know that when our our sewer pipe broke and the house quit draining, the landlord had to fix it since it was on his property...

Not sure how analogous that is to this situation.

1:03. Five hours after my call, the City showed up. They said it was my problem or the county's problem. I called the county back and they said to call a plumber and then call claims in the morning.

So do I just call a regular ol' plumber???

That WAS the supervisor!

He said call the plumber, have him get an assessment, fix it, because one way or another it has to be fixed, and call claims on Monday. :(

The hole in my yard is no more than 14" from the center of the new sewer cap and right SMACK DAB in the middle of where they dug. There's no way the county can say they won't pay for this. If they do, I WILL get a lawyer!!

I think it's funny that they can come in here and replace the water meter (they did so a couple years ago) and install a sewer cap... but if something goes wrong it's MY problem?!?!?!

It appears you have no choice but to call a plumber and a lawyer, not neccessarily in that order

You really can't do anything about it until the ground is opened up and the pipe is exposed.

You can guess at the problem all day...

I didn't really look at the pics to check, but if there's any flooding damage to your property make sure you take a picture of it and notify the city/county and your lawyer.

Fortunately, the damage is up at the sidewalk (oh yeah.. they recently dug that part of the yard up too because they just replace it) so it's far from damaging any part of my house.

The plumber said that when they filled the hole after installing the sewer cap, they didn't support the PVC and the weight of the dirt bent the pipes. It was only a matter of time before the pipe broke.

Get him to put that in writing for you.
