Public moderation works perfectly fine everywhere else. Harassment doesn't mean much, it just means those who really want to be banned will get their wish granted twice as fast. Public moderation does mean moderators have to be more careful that they are banning someone for a rule break and not a disagreement. I'm not saying that has happened in the past, because in the previous system it was impossible to know.

Does this mean I can talk to Minendo / Harvey directly about an account issue?

That's what it says, at least.

I suggest 'in their official capacity' would clarify that one.
