can you format just c:?
if win98 is on D: I can't see why not.
If that won't work you can try installing WinXP over the current install. Don't let it format, and just point it to the windowsXP directory that you already have set up when it asks where to install.
Or maybe I'm not seeing the whole picture.

EDIT: Have you thought about dumping windows98 completely? Windows XP does everything windows98 does, aside from DOS programs.

You could just boot into Win98, throw away the Windows, Documents & settings and Program files folders from your XP partition and then just reinstall WinXP from Win98. Just be sure to not choose "upgrade" when it asks how you won't to install it. Also remember to backup anything you've got lying on the desktop in WinXP and other stuff you might have in the folders you delete. I'm 99% sure this works.

Actualy, all you need to do is boot your computer with the XP CD in your CD drive, make sure you pick your current XP partition to install on and format it when it asks you to. It will automaticly detect the presence of windows 98, and will set up a dual boot. You don't have to do anything special.
Now...if you wanted to reinstall 98, that could be a problem :)

Im pretty sure if you just boot up with the XP cd pick the right partition to install to which would be the first one which is C unless you modified drive letters which you could easly check by the drive size Install to the right partition then wish for luck! If this XP does not recognize 98 then just modify your boot.ini file if you need help with that just post back!
