A $7 tip sounds just fine for a $46 bill to me and it sounds like the waitress was crazy for complaining about it, but... the way I read the OP is that there was a group of people at the table and it was just the OP's part of the total that came to $46. Could the waitress have thought that the $7 tip was all she was getting for the entire table? Did the friends leave tips for their parts of the bill as well? If the bill for the whole group came to say, $200 and the only tip she received was the OP's $7, I could see her asking if the service was alright as he said in the beginning. Following him outside as she did was ridiculous regardless, but it could have all started because of a misunderstanding about the total tip for the table or it could have been because the OP's friends were too cheap to leave a tip of their own.
If you would have read the thread, you would have known that his friend also left $38 on a $30 tab. Regardless, if she had misundertood, it's not an excuse to go nuts on him.
