This is really weird because most places will try to gouge the out of state people first. That way they generate revenue without pissing off the people that elected them.

The politicians who passes this don't seem to be very bright. I'm sure the lawyer guy doesn't care because after passing this, he won't need to work anymore.

Well just shut down traffic on the Beltway and give everyone a ticket for 20 over. I have gotten passed by a cop, among countless cars, while going 70. NO ONE goes the speed limit (55)...newscasters have driven that speed and watch as everyone flies past them.

To avoid paying this "tax", simply obey the law all the time. Crazy, I know!

If you're not sure you're driving in a school zone or a safety corridor, slow down. Pay attention to road signs. Don't speed excessively. Simple actions that have kept my personal record clean since 1991.

that's part of the issue. technically you broke the law. no if's, and's, or but's about it.

not only have they abused the power that they have in setting arbitrary violation criteria, but they seem to be in cahoots with a local traffic lawyer...

I-95 is always going at 70mph or faster. It's a given.

I-95N near Marlboro...90mph and you ahve trouble keeping up...

Now that is different. Abuse of power is fairly evident in this case. But the law is the law until it's overturned.

I still don't understand how politicians make so much money for doing nothing but signing bills they don't even read.

In the private sector, it seems that they do two hours of honest, careful work, 2 hours of half-assed work, and 36 hours of flaking off a week. That's still better than the 1 hour of active sabotage and 39 hours of flaking off that constitutes the weekly schedule of your average government worker.

Really? So how many wrecks do you get into when you drive?

I agree that going faster than the flow of traffic is illegal and dangerous, but it's also dangerous to drive at the limit in many areas. I usually go 5-10 over, which is a pretty good region in terms of safety and risk of tickets.

In this case they knew exactly what they were signing. There is a lot of FUD in this thread. Here is exactly how this bill became law:

1. 2007 session of the Virginia legislature began in January with the major issue being transportation funding.
2. Battle lines were drawn early with the Dems in both houses and some Repubs in the state Senate wanting to raise various taxes and impose new taxes to fund transit and Repubs in the General Assembly determined to not raise any existing taxes or impose any new taxes.
3. This battle was covered by all the local news media but mostly as a partisan battle with an eye towards the next round of state elections in fall 2007.
4. Back and forth continued to the point where the Governor threatened calling a special session of the General Assembly if transportation was not addressed somehow.
5. The end result of all this was HB 3202 which imposes these so called Civil Remedial Fees (notice they are very careful not to call them fines)

As bad as this thing currently is it mainly applies only to more serious traffic offenses. A run of the mill 0-19 over the limit ticket will not result in them being imposed unless the driver has a record full of points.

The many people driving without licenses or insurance should pay a much bigger price. Illegal immigrants in beater trucks should also be deported.

I'm waiting for the day when all our cars drive on magnet-powered tracks like the crap you see on roller coasters. Even though everything will be out of control and the freedom we once had will be gone..

Think about it. Less traffic and less assholes on the road. Everywhere I go in NJ there is always some dick going 40mph in a residential area with kids or going 35mph on a single lane highway with the posted speed limit at 55mph. How about those 30 ton trucks that cut you off pulling out of a side road because there in such a rush to get up to 25mph in front of you.

We won't need gas either!

When I went down to Busch Gardens in Williamsburg a few years ago, there was one road that was built like a highway, like I-95. Yet the speed limit was 25 mph and it was lined with cops.

I have a friend moving from Virginia shortly, I bet he is ever so glad he is.

Are these "enforcement zones" marked? I always thought it was a citizen's right to be able to be aware of the law (written) at all times. At any rate, this law sucks. The other option is to do as John Soule suggests, "Go West, young man!"

yeah the enforcement zones are marked with signs like "highway safety corridor, fines doubled" or "work zone, fines doubled" or "school zone speed limit 25mph when lights are flashing" (speeding in a school zone at any time results in double fines IIRC)

They are marked as ShockwaveVT said but those enforcement zones have nothing to do with this new law. The new law provides for "Civil Remedial Fees", they only apply to residents, and are separate from the fines imposed by the courts. Virginians will wake up to what has been done by these idiots in Richmond only after a few soccer mommies in Northern Virginia get slapped with a $900.00 "Civil Remedial Fee" because they forgot to renew their drivers licenses. They will scream to the local Nitwitness News people who will all pretend shock and outrage even though they have mostly been covering it as a somewhat humorous topic.
