The reason it didn't blow up is because gas is flamable but not really explosive. The Fumes are what is explosive and that is what caused the ball of fire. The tank being full meanss there is no room for fumes so it will be a steady burn, if she'd put the gas cap back on the fire would have smothered.

Methinks that's just the gas that was in the external part of the filler area, not the actual gasoline in the tank. I bet it got burned up and the flames went out after 20 seconds or so.
