Wow, I can't even grasp this. I thought maybe it was some sort of gang retaliation attack but this guy was really methodical and seemingly calm about this attack. I just don't get it. The victim was obviously random. I wonder if this was some sort of twisted gang initiation? Everything about this is confusing. That's my stance. I wouldn't have an issue with it in /this/ case, but you can't make laws for individual people, or circumstances. They'll be twisted, and abused as those in power see fit.
