The newsgroups do seem to be limited to about 400-500 kbps per connection. If you didn't already know, you can get a newsgroup reader like Newsbin that will let you establish up to 8 simultaneous connections. I normally get about 2.5 mbps on my 3/768 dsl line. The 2.5 mbps is also about the same speed I get from dslreports speed tests.
I think most of the premium usenet providers will let you download at whatever speed you can connect at. I used to use easynews.com, which has a very useful web interface if you don't want to deal with downloading headers and unrar-ing multiple posts. You can also check out giganews and usenetserver.com
