You're missing the whole concept of Bittorrent. Yes, the speeds can be very fast, but it depends on a number of factors.
The torrent you're on has a has a 1:2 seeder to peer ratio, which means that there isn't a lot of upstream bandwidth to go around. Let's say each seeder is uploading at 40Kps, multiply that by 14 seeders and that gives you 540K. Divide that by the 24 peers and that gives you 22.5Kbps.
Now, I'm obviously over simplifying what's going on, but I'd say getting 70K on your torrent isn't bad at all.
