It says that military expenditure is a factor in the rating. That means that the U.S. probably got bumped way up from that factor alone. Surprising that we ended up in the middle of the pack.

Edit: Jailed population is another factor that the U.S. would "lead" in. We must have been pretty damn tame on the rest of the indicators.
 
If anything War is what leads to peace in the first place. In a way, America is bringing more peace into the world then anybody.
