Upstairs neighbor problems

So I moved into a new complex and everything is well until I see that my upstairs neighbor likes to overwater his plants on his balcony and it causes larges puddles on mine. Since I just moved in I left some stuff on the balcony and there is water damage. Yesterday, I speak with him about it and he says he'll take care of it while slamming the door in my face.

Today it happens again while I'm near the balcony. I go up and knock on his door and he comes out completely naked and starts yelling in French to me. I can barely understand a word he says but I can make out words like garage. (he might want me to move my stuff on the balcony to a general garage area)

20 minutes later he comes at my door and says my "washing machine" is bugging him. I tell him it's not on. He says the one in the shower and I said someone is using the shower. And he goes on about how he has to sleep and why is it on.

So here's the question:

Do I a) report him to the leasing office, b) ignore him hoping he doesn't retaliate, or c)apologize to him and try to work it out with him (roommate really wants me to do this)?

So the dude comes down at 1am while I am showering and starts pounding on my door. My roommate had opened the door and he basically steps in saying for me to stop it right now while I stood there in my towel. He goes into a tirade while half way in the door way and tells me to stop whatever I'm doing or else.

(c) didn't work, which my roommate found out first hand.

Go up to his door..kick it in...WHILE naked. Run in and start screaming at him in gibberish. That will probably scare him straight.

Another reason I'll gladly carry a mortgage, pay property taxes and even HOA fees.

I'm selling my current house and moving to the country with at least an acre of land and preferably a heavily wooded lot. I'm sick of neighbors/people.

Man I hate fucking renting. You should give him the water back - but shoot it under his front door.

should have reported it the 2nd time it happened. now if he goes to the management 1st it will seem like you're retaliating.

This sounds like a good idea, made me lol.

Personally, I think face to face confrontation can only go a couple of ways, but it usually ends up bad for all parties involved.

I would go to the office, explain everything, be polite, sincere, and honest.

Report it to the office. You've tried to resolve it and the guy is a nutjob. There's not much else you can do. If he's as bad as you say he's probably got quite a few complaints against him.

In the last apartment I lived in we had a set of neighbors that were insane. Loud wall shaking parties a few times a month, garbage and broken glass all over the shared courtyard, loud screaming matches on the balcony, etc. I tried talking to them once and got screamed at so I gave the apartment office a call. The office said they were aware of the issue and wanted us to call with EVERY possible thing they were doing wrong or to call the cops' non-emergency number with noise complaints (our town has a noise ordinance that goes into effect after a certain time at night). Apparently the apartment complex was working on getting them evicted. The more complaints and citations for noise that they had, the easier it would be to kick them out.

About a month later I came home to find them slowly loading their crap into a truck, while being watched by two cops. :D

Take a dump on his front door. I mean ON the front door. Handle, everything.

Buy a TON of ants, throw sugar under his door, place ants at his door.

Throw fish on his balcony.

Find an old washing machine, place a dead animal in it, place washing machine in front of his door.

Buy huge speakers, hook them up to face upward, best to be attached to the ceiling (again, facing up), blast them at all hours of the day/night for one minute.

Next time he knocks on your door, invite him in and have a conversation with an imaginary friend. Get into a HUGE arguement with said imaginary friend. Seek comfort from your asshole nieghbor.

Report him.

If he pounds on your door at 1am, call the cops.

So long as you are not in the shower banging on the pipes with a wrench, he has no right to complain about noise to you You can't do anything about it.

He can ask, as in a favor, but demanding is too much.

As for the water, you can look for ways to attach a scupper or something similar to the underside, just do not do it half-arsed. You duct tape a strip of plastic on there and it will fly off on the first windy day.

The most important thing is to be careful and consistant. We have no idea how you "asked" him on the first day, so we can only assume you are as offensive as Charlie Brown, but if ANYTHING you did was the least bit aggressive, he may have enough to come back at you if the law gets involved....

I'm usually polite and courteous but the guy's English is not very good and he was short tempered. I guess I may interrupted him from something when I went up the 2nd time to speak with him since he was naked.

This is not the ghetto by any means, but his "little tantrum" already traumatized my roommate already.

Why the hell would you tolerate such behavior from a neighbor?

Just the "starts yelling in French to me" would have been enough to justify kicking his ass.
Motherfucker...if you want to yell at me, do it in English! :p

If you're not smart enough to have already complained to the management of the building...you're doomed to live with this for the rest of your life. I feel bad for your wife.
Got pics of her?
