This link shows my current graphics card specs on the left under the 8670 gpu column
My goal is to simply get a graphics card that is either an upgrade or equal to my current one but I need an hdmi port here are two that I am looking at can anyone tell me which one would be better or if they are even compatible with my system or maybe reccommend one that would be a better fit for me in a similar price range

The 8670 is the graphics on the 10TH APU. Basically any discrete card will be faster.

The questions I have:
How much space do you have in your computer?
Can you fit a full height card or must it be low profile?
Can you fit a dual slot or must it be a single slot?
Must the card draw all its power from the PCI slot or do you have access to 6 and 8 pin power connectors?
If you wanted a more powerful card would you be willing and could you fit a larger power supply in your system?

Like I said I am not looking for a high end card or anything like that just want one that has a vga and hdmi port on it that is similar or better than my current one, i don't wanna downgrade. To answer your questions however, it must be a low profile single slot and have all the power directly from the pci slot, noise isnt really an issue as far as the fan goes so just really need to know which of the two link I posted are better if either are better and if they will be compatible with my system as is.

With GT 1030 at $70, the only GT 730 to really consider is the one I linked below (PNY GT 730 GDDR5 1GB, $49.99 FS):

https://www.newegg.com/Product/Product.aspx?Item=N82E16814133542

(But a person gives up quite a bit in the form of gaming performance, VRAM (1GB vs. 2GB), modern display (HDMI 1.4 vs. HDMI 2.0) and media codec (no VP9 or HEVC) just to save $20)

Would still like someones input before I make this purchase tomorrow afternoon, but a few searches around google has shown me that all it takes is this adapter cable. Also is this just a matter of pulling the old card out and sticking the new one in and turning the computer on or do I need to manually install new drivers before doing this

https://www.walmart.com/ip/DP-to-VG...0339&wl11=online&wl12=251199061&wl13=&veh=sem

and my vga monitor would work seamlessly into the display port on the video card here

I am not sure what you mean by this, but any display port to VGA adapter will have the necessary ICs to convert analog to digital.

For example, that adapter you linked should work. You would just need that and a VGA cable.

P.S. When shopping for adapters make sure to check the reviews to see if it is a good one or not. I've read about some cheap ones burning out quickly.

A display port to VGA needs an active adapter since it converts analog to digital.

P.S. Be careful not to get one that is too cheap because I have read reviews on certain very low cost ones burning out fairly quickly.

but to clarify I would only need that adapter then I would not need a converter like I would if i was trying to go from vga to hdmi

That is right. You would just plug into the male display port part of the adaprer into the video card. Then connect the VGA from your monitor to the adapter.

Yep, first shut off the computer. (Wait about a minute or push the power on button to drain the rest of the electricity out).

Ground yourself.

Then Remove old card.

Then Install new card.

Boot up and Windows will automatically install an Nvidia driver* for you. (The old Radeon drivers will need to be removed manually... Just go to "add and remove programs" and select uninstall to do that)

Neither of the 730 cards linked in the OP have a VGA port available in low profile form. The VGA port is only there if you install the full height bracket.

In other words, get the 1030 and an adapter.
