I was speaking more in general HOAs tend to dictate the most petty things like how long you can leave your Christmas tree up, or the colour of your house or how well mowed your lawn is. Cars on the street is a city bylaw thing, you don't even need a HOA for that. I don't really care myself about cars on the street but I will point and laugh if they get buried by the snow plow. As long as they aren't blocking my driveway. I might get annoyed if they park in front of my house though, but I won't make a fuss about it. I live in what is considered a nice neighbourhood in my area, but thankfully it's not a HOA and most people keep to themselves. I even have solar panels on my shed, and flags on my house, and my Christmas lights are not only up along with the garlands, but are actually turned on. Probably get my house seized in a HOA for that many violations.
I also have two dead trees on my property. Well they're not dead, they don't have leaves. I've heard of HOAs ordering trees to be cut down for being "dead" in winter. The problem with all these types of petty rules is people use them as a weapon if they don't like someone.
